History of the Library

The Russell Memorial Public Library was organized in the 1970's in Huttonsville, WV as Tygart Valley Community Library. In 1977 the library became in accordance with West Virginia Code. The activity was moved from a one-room location to a mobile unit nearby and operated from the location for the next 14 years. In 1991 the library was moved to a highway location in Mill Creek, WV (one mile north of Huttonsville) and adjacent to George Ward Elementary School. The size of the library was doubled with the addition of another mobile unit. The library's capability began to grow and by 1994 a satellite, a FAX machine and a computer terminal were installed.

Later an audio/video section was opened for library patrons. In November 1995 library operations were fully automated and in April 1997 the Infomine made Internet access for the public possible.

After receiving a gift of land from the Russell Family, as a site for a new building, the library's board of directors, through hard work and perseverance, followed through on a plan to meet the challenge. Their efforts are now completed and a new 3,710 square foot facility is in place and operating. On May 3, 2014 the library was officially renamed "Russell Memorial Public Library".
